Knowledge transfer sounds straightforward: take what someone knows and get it into someone else. It is a routine part of onboarding, succession planning, and scaling professional practice. And it fails more often than it succeeds.
Not because the knowledge isn't there — it is. Not because the people aren't capable — they are. But because most knowledge transfer efforts conflate information sharing with actual transfer of the capability to apply expert judgment. These are not the same thing.
The Two Types of Knowledge
The distinction that matters most in knowledge transfer is between explicit and tacit knowledge.
Explicit knowledge is knowledge that can be articulated — written down, explained, codified. It lives in documents, procedures, frameworks, and training materials. It can be transferred through documentation, and organizations are reasonably good at doing this.
Tacit knowledge is knowledge that is difficult or impossible to fully articulate — the judgment, intuition, and pattern recognition that experts develop through experience. It is the knowledge that makes an expert an expert. And it is the knowledge that organizations most need to transfer and are least equipped to capture.
Most knowledge transfer efforts succeed at transferring explicit knowledge and fail at transferring tacit knowledge. The result is practitioners who understand the framework but can't exercise the judgment it requires.
Why Tacit Knowledge Is Hard to Transfer
Tacit knowledge resists transfer for several reasons:
- Experts can't fully articulate it — the curse of knowledge means that experts have forgotten what it's like not to know. They fill in gaps automatically and don't realize they're doing it.
- It's context-dependent — tacit knowledge is activated by situation, not recalled as a list of rules. The expert knows what to do when faced with a specific situation; they can't always explain it in the abstract.
- It's developed through experience — some tacit knowledge can only be acquired by doing, not by reading or observing. Transfer efforts that skip the doing stage transfer the description of competence, not the competence itself.
- It evolves with practice — what an expert knows today is different from what they knew five years ago. Capturing tacit knowledge is a moving target.
The Failure Modes
Knowledge transfer efforts fail in predictable ways:
Documentation-Only Transfer
Writing down the process and assuming that's sufficient. The documentation captures explicit knowledge well, but the tacit knowledge — the judgment the expert uses to navigate the process — remains inaccessible. New practitioners follow the steps but can't adapt when conditions don't match the template.
Shadow-Only Transfer
Having new practitioners observe experienced ones, assuming that exposure leads to absorption. Observation is valuable but insufficient on its own. The expert's internal reasoning — why they made each decision, what they noticed, what they considered and rejected — is invisible to the observer.
Over-Reliance on Social Learning
Assuming that informal interaction with experienced practitioners will eventually transfer what's needed. This works over very long timelines — apprenticeship models are effective precisely because they combine observation, practice, feedback, and socialization over extended periods. But it doesn't work on the timelines most organizations are working with.
What Effective Transfer Looks Like
Effective knowledge transfer combines multiple mechanisms deliberately:
- 01Elicitation before documentation — work with experts to surface tacit knowledge before writing it down. Ask: what are you noticing right now? Why did you make that choice? What would tell you that something has gone wrong? The answers reveal the judgment that documentation needs to capture.
- 02Documented decision logic — make the expert's reasoning explicit in writing. Not just what to do, but why, when, and how to know if it's working. Decision logic is the bridge between explicit process and tacit judgment.
- 03Structured observation with debrief — new practitioners observe expert delivery, then debrief specifically on the judgment calls: what did you notice? Why did you decide X rather than Y? Making the expert's internal reasoning explicit during debrief transfers more than observation alone.
- 04Supervised practice with calibrated feedback — new practitioners apply the method under supervision, with feedback calibrated against the documented standard. The feedback loop accelerates tacit knowledge development by making the gap between current and expert performance visible.
- 05Deliberate edge case exposure — don't only train on typical cases. Edge cases are where tacit knowledge is most consequential. Exposing practitioners to challenging scenarios in structured settings builds the contextual judgment that typical cases can't.
Knowing When Transfer Has Succeeded
The test of successful knowledge transfer is not whether the recipient can describe the method. It is whether they can apply it — including in conditions that don't match the training scenarios, with clients who don't behave as expected, in situations where the standard approach doesn't clearly apply.
That test requires assessment against a defined standard, not just self-report or supervisor impression. Organizations that can't assess whether knowledge has been transferred can't know whether their transfer efforts are working — and can't improve them when they aren't.
